Recommendations, decisions and what happened next
You are the reason the rest of it exists. This guide covers what reaches you, what you are being asked to do with it, and how the platform records what you decided.
What you are responsible for
Responding to recommendations and owning decisions. The platform will not make one for you, and it will not let a decision quietly have no owner.
What reaches you
A recommendation arrives with the evidence behind it, a proposed owner and a state. It is not a summary of a report — it is a specific thing somebody is asking the institution to do, with what supports it attached.
Management response
- Read what it rests on
Every recommendation traces back to evidence and to the responses behind that. If it does not, it should not have reached you.
- Respond
Accept, accept with modification, or reject. A rejection with a stated reason is a legitimate and useful outcome — an unanswered recommendation is not.
- Name an owner and a date
A decision with no owner is a decision nobody takes. The platform holds the owner, not a shared inbox.
The decision record
Decisions are held with their owners and the actions that followed. The value is not the record itself — it is being able to answer, a year later, what was decided, on what evidence, by whom, and what happened.
Across countries
Where a programme spans countries, the portfolio view shows each deployment with its own figures. A combined number appears only where the indicators behind it have been assessed comparable — otherwise the platform refuses rather than publishing an average with a caveat.
When something goes wrong

| A combined regional figure is missing | The comparability assessment has not passed for those indicators. The refusal is deliberate — the countries did not field the same instrument. |
Limits worth knowing before you plan around them
What this role cannot do, and what the platform does not offer
- The platform records decisions; it does not execute them. No workflow reaches outside VoiceInsights to make something happen.
- There is no disbursement, budget-utilisation or value-for-money analytics. No governed provider exists for any of them, and none is offered.
- AI does not approve evidence, make an institutional decision, or authorise publication.
